If you find yourself outside without special protective clothing, then you should not instantly die.
I mean, in usual Seattle cold-and-rainy, if you're outside without a coat, then you'll be uncomfortable and miserable, and you might eventually succumb to exposure... but you won't just wither in the blast and croak on the spot.
Weather like you're describing is God's way of saying, "Y'know, there are OTHER PLACES TO LIVE!"
